A Small Change? the beginning?

on tuesday the U. S. Secretary of education Margeret Spelling announced a major change in the NCLB act which will make it so that the ten states that are piloting it will allo them to change how they sanction schools that accept federal funding for sever  low income schools but dont meet federal testing goals .  it will allow schools to differenciate between schools that miss the mark by a little bit compared to the schools that miss the mark totally.  right now as the NCLB stands now all schools with low income areas face the same consequence no mattert he reason for failing to make AYP . so this should help a little .  there are 40 catigories that schools must pass in and right now you are being punished essentially if you even miss 2 of the 40. now they are hoping with this new plan to make distinctions between the schools.
