NCLB and idea

the no child left behind  accountibility  for results through the adequat yearly progress system established  in title one idea provides the individual child with a disability wit rights and responsibilities to ensure the child recieves a free appropriate public  education.  Most importantly idea requires thatt he loal educational agency develop an iep for each child wit a disability.  this document describes the support the child will recieve in school. 

the way that these two laws work together is that wit he iep written the child can test in an appropriate way for them underthe nclb they still must be tested but the testing the recieve can ber fair for them as well.

Reviewing report cards

now that the schools are getting ready for summer with all the activities they have planned school report cards are comming out. yes later your child’s individual report card will come out but these report cards are the ones that the school gets each year to see their AYP or annual yealy progress the reason that these are shown is because of PL221 which says that schools much show yearly improvent in their schools.  ths is becoming an increasing problem with all schools.

NCLB

as i have discoved this semester there are many problems wit the NCLb one of the biggest problems is that all students in the schools must meet certain criteria on a standardized tests that the government oversees but the states each separately make the test and proctor it so all diffrent states have a diffrent test.  but now there is a new bill linked to the nclb law where there is talk about the states walking away from the law seperately or try to just deal wit he law due to the amount of moeny lost.  this also talks about a joint resolution to oppose reauthorization of NcLB  which states feel makes more sense.

the problem being fixed

in an article on charleston.net run by the post and courier they were talking about the new ppilot program that the government implimented for ten states to try to fix the problem of where the money goes for the schools that actually need help. the state superintendent of education Jim rex said that South Carolina will apply to become one of the ten states chosen for the initiative.  which he explains would give us more flexibility to focus in on theh schools that really need it the most.   as the law stands now any school that is even lacking in jusy one area is considered a failing school.  where these students actually could succeed they are not getting to because the performance was not high enough  in one or two areas of the governments scoring.   as uit stands south carolina has some of the nation’s toughest AYP standards. 

the program that ia going to be piloted uses a differential accountability model.  this allows states more latitude in directing schools extra assistance to the schools facing the biggest challenges. alone in south Carolina this piloted idea would helop one third of the schools that are deamed failing. there are schools that missed the mark on 5 of the areas they need the most help.   t his program coulf make it easier to acess the funds foir schools that realluy need the help not those that have good scores already.

A Small Change? the beginning?

on tuesday the U. S. Secretary of education Margeret Spelling announced a major change in the NCLB act which will make it so that the ten states that are piloting it will allo them to change how they sanction schools that accept federal funding for sever  low income schools but dont meet federal testing goals .  it will allow schools to differenciate between schools that miss the mark by a little bit compared to the schools that miss the mark totally.  right now as the NCLB stands now all schools with low income areas face the same consequence no mattert he reason for failing to make AYP . so this should help a little .  there are 40 catigories that schools must pass in and right now you are being punished essentially if you even miss 2 of the 40. now they are hoping with this new plan to make distinctions between the schools.

Testing Months

This month and the next have now become some of the biggest weeks for students in 3-12 grade because this set of weeks are the weeks that they will participate in standardized testing to see not only where they stand but the school stands as well. does the school get more money? this test is the deciding factor. some school district are haven’t he problem that their elementary schools are passing the test but on the other hand the high-schools are failing.  some are arguing that the high-school test are to hard for the students to pass others are saying that the test should Be hard so that the students are getting prepared for what hey will encounter after high school and that this makes the schools push harder for the classes to succeed.  but even int he test that the students take in 8th grade these succeed but then they have to take remedial classes to get the students where they should be for high school level work. So what are we saying about these test that we either need to make the 8th grade test harder or to make the high school  easier. for theh people that say the test is to prepare the students for what xcomes after high school  why is it preparing them for this time in there life it is not preparin them to think at all they are to fill in bubbles that are not entirely thought provoking i know that for me and other students as freshman in college  i was not ready for what i needed to do to succeed in school i learned pretty fast not to take things a face level.  it is hard to get use to when you were not taught to thinjk and i dont think any standardized test helps you prepare for the rest of your life.
